U.S. to Replace "Duration of Status" with Fixed Admission Periods for International Students and Exchange Visitors Starting September 15, 2026

Effective September 15, 2026, the U.S. Department of Homeland Security will implement a new rule replacing the "duration of status" system with fixed admission periods for most F-1 international students and J-1 exchange visitors, potentially requiring extensions of stay for longer programs.

A significant change for international university applicants to the United States is set to take effect on September 15, 2026. The U.S. Department of Homeland Security (DHS) has published a final rule that will replace the current "duration of status" (D/S) system with a fixed time period of admission for most F-1 academic students and J-1 exchange visitors, along with their dependents. Under the new rule, international students and exchange visitors will generally be admitted for a specific "Admit Until Date" (AUD) on their Form I-94, which will establish the authorized length of their stay. This fixed period will be based on the length of the student's program of study, not to exceed four years, plus a 30-day grace period for departure. Previously, individuals on F and J visas were admitted for an unspecified period, allowing them to remain in the U.S. as long as they maintained their program or authorized practical training. Students who require additional time beyond their initial fixed admission period to complete their program, begin a new program, or engage in Optional Practical Training (OPT) or STEM OPT will need to apply for an Extension of Stay (EOS) with U.S. Citizenship and Immigration Services (USCIS). Alternatively, they may depart the U.S. and obtain a new period of admission upon reentry. This change could impact students pursuing longer doctoral programs or those who might change majors or pursue multiple degrees, as it introduces a new administrative step and potential hurdles. Current F-1 and J-1 students admitted under D/S and present in the U.S. before September 15, 2026, may remain under the transition provisions, but international travel after this date will result in admission under the new fixed-period system.
